Onboarding step skips when user clicks back arrow
Description
On the account setup flow, clicking the browser back arrow during step 3 (identity verification) skips the user forward to step 5 instead of returning to step 2. State is being mutated forward when it should pop. Tested on Chrome and Safari, same behavior.
